Legal Framework for hands-on training
Temporary Authorization for Clinical Activity
Under Italian law (Art. 39-ter, Legislative Decree 286/1998), non-EU physicians may obtain a temporary authorization to perform supervised clinical activities during training programs.
Key Principles
Authorization issued by the Italian Ministry of Health
    Valid Only
  • for the approved fellowship
  • within the hosting hospital
  • under tutor supervision

🚫 Authorization does not constitute professional recognition in Italy

Application Procedure
  1. HOSTING HOSPITAL: Organizes the fellowship programme
  2. DOC. SUBMISSION: Collection of all required docs
  3. MINISTRY REVIEW: Italian Ministry Of Health reviews the application dossier
  4. TEMPORARY AUTHORIZATION: Official decree for supervised clinical training activities
  5. HANDS-ON FELLOWSHIP: Supervised clinical training under tutor responsibility
    Documentation Required from the Fellow:
  1. Passport/ID copy
  2. Medical degree
  3. Professional license
  4. Medical council registration
  5. Certificate of Good Standing
  6. Criminal clearance certificate
  7. Professional liability insurance
  8. Declaration of Value issued by the Italian Embassy/Consulate
  9. Official Italian translations of all documents
  10. Legalization/Apostille of documents
